US issues preliminary circumvention ruling on circular welded pipe imports

The US Department of Commerce (DOC) has announced a preliminary circumvention ruling on circular welded carbon-quality steel pipe made with substrate from China, completed in Vietnam, and then exported to the US.

Completing its preliminary investigation, the DOC determined that imports of circular welded carbon-quality steel pipes completed in Vietnam using Chinese-origin hot rolled steel are circumventing the antidumping duty orders on the pipes in question from China.

The circumvention inquiry was initiated in August 2022.
