DOC announces negative determination of critical circumstances in CVD investigation of OCTG from China

On December 7, 2009, the Department of Commerce (DOC) announced its negative determination of critical circumstances in the countervailing duty (CVD) investigation of certain OCTG from China during the period of January 1, 2008 through December 31, 2008.

By contrast, the DOC earlier made an affirmative preliminary determination of critical circumstances in the twin AD investigation of OCTG from China.

The DOC also published on Monday its final subsidy determination for OCTG from China, which SteelOrbis reported on November 26. Accordingly, the final duties against Chinese OCTG producers/exporters, ranging from 10.36 to 15.78 percent, are effective as of Monday, December 07, 2009.
