Mexico lifts countervailing duties on seamless pipes from Russia and Romania

Mexico has recently announced the lifting of the definitive countervailing duties on imports of carbon steel seamless pipes from Russia and Romania, which were imposed on April 21, 2004, in the amount of 79.65 percent and 42 percent respectively, for a period of five years.

The duties in question affected seamless pipes made from hot rolled carbon steel with a nominal diameter in the range of ½ to six inches (of 21.3 mm to 168.3 mm outside diameter), classified under the following customs codes of Mexico's General Import and Export Taxes Law: 7304 39 01, 7304 39 02, 7304 39 05, 7304 39 06 and 7304 39 09.

The countervailing duties were imposed by the Mexican Ministry of the Economy on April 21, 2004, following an antidumping investigation of imports of seamless pipes from Russia and Romania, initiated at the request of Mexican seamless steel pipe producer Tubos de Acero de Mexico. The decision to lift the definitive countervailing duties came into effect on April 22, 2009.
