The European Commission (EC) on January, 3 2008, received a complaint concerning imports of certain PSC wires and strands (pre- and post-stressing wires and wire strands of non-alloy steel) originating in China on behalf of producers representing a major proportion, in this case more than 57 percent, of the total PSC wire and strand production in the EU.
On February 16, 2008, a proceeding was initiated by the EC and the investigation of dumping and injury covered the period from January 1, 2007 to December 31, 2007.
As a result of the preliminary findings that the imports of subject merchandise were priced fairly low, the EC has determined to impose AD duty rates of following rates to the Chinese producers involved in this case:
Kiswire Qingdao, Ltd - 2.1 percent
Liaoning Tongda Building Material Industry Co., Ltd - 23.7 percent
Wuxi Jinyang Metal Products Co., Ltd - 30.8 percent
All other companies - 52.2 percent
According to the findings, Chinese imports of PSC increased from 3,940 mt in 2004 to the level of 86,918 mt in the investigation period. Meanwhile, the market share of the product in question increased from 0.4 percent to 8.2 percent from 2004 to 2007.
