WTO panel request of Mexico being blocked by US

According to recent market reports, Mexico's request of a dispute settlement panel from WTO, regarding duties implemented by US on OCTG and steel plate imports from Mexico is blocked by US yesterday. Last week Mexico, dissatisfied with review results in respect of anti-dumping duties on OCTG imports and 11.68% anti-subsidy duty on steel plate imports and claiming that these import duties are inconsistent with trading rules, filed its request to the WTO to appoint a dispute settlement panel. Although US blocked this request, Mexico still has the opportunity to repeat its request at the panel's next meeting to take place next Friday which US won't be able to block again.
