US DOC issues preliminary AD results of steel garment hangers from China

On March 19, 2009, the US Department of Commerce (DOC) announced the preliminary results of its administrative review of the antidumping duty (AD) order on steel wire garment hangers from China, and its preliminary recission in part.

M&B Metal Products Company, Inc. requested the review on November 2, 2009, the DOC said. The review covers March 25, 2008, through September 30, 2009.

The DOC preliminarily determined that the following companies made no shipments of subject merchandise during the period mentioned: Viet Anh Import-Export Joint Stock Company; Dong Nam A Co., Ltd.; Vietnam Hangers Joint Stock Company; Royal McGoun Chemicals Inc.; and NV Hanger Co., Ltd.
 
The process covers steel wire garment hangers from China with respect to chrome-plated steel wire garment hangers with a diameter of 3.4 mm or greater. The products are currently classified under US Harmonized Tariff Schedule (HTSUS) subheadings 7326.20.0020 and 7323.99.9060.
 
Based on the evidence presented in the company Shanghai Wells' questionnaire responses, the DOC preliminarily found that Shanghai Wells Hanger Co, Hong Kong Wells Limited and Hong Kong Wells Limited (USA) are affiliated. In addition, based on the evidence presented in its questionnaire responses, it preliminarily found that Shanghai Wells and HK Wells should be treated as a single entity for the purposes of this administrative review.
 
The DOC determined the following preliminary weighted average margins: Shanghai Wells Hanger Co., Ltd. and/or Hong Kong Wells Limited - 1.10 percent; Shaoxing Dingli Metal Clotheshorse Co., Ltd - 12.25 percent; Shaoxing Metal Companies - 6.58 percent; Shaoxing Shunji Metal Clotheshorse Co. Ltd. - 6.58 percent; Yiwu Ao-Si Metal Products Co Ltd - 6.58 percent; Shangyu Baoxiang Metal Manufactured Co., Ltd - 6.58 percent; Jiaxing Boyi Medical Device Co., Ltd - 6.58 percent; Pu Jiang County Command Metal Products Co. Ltd - 6.58 percent; Shaoxing Meideli Metal Hanger Co., Ltd - 6.58 percent; Shaoxing Zhongbao Metal Manufactured Co., Ltd - 6.58 percent; Zhejiang Lucky Cloud Hanger Co., Ltd - 6.58 percent; Ningbo Dasheng Hanger Ind. Co., Ltd - 6.58 percent; Shaoxing Guochao Metallic Products Co. Ltd. - 6.58 percent; Shanghai Jianhai International Trade Co., Ltd - 6.58 percent; Shaoxing Liangbao Metal Manufactured Co., Ltd - 6.58 percent; and China-wide entity - 187.25 percent.
