The US Department of Commerce (DOC) has announced the final determinations in its antidumping duty (AD) and countervailing duty (CVD) investigations of imports of carbon and alloy steel threaded rod from China and India.
The DOC has determined that carbon and alloy steel threaded rod from China is sold in the United States at 4.26 percent to 59.45 percent less than fair value and that exporters from India have dumped carbon and alloy steel threaded rod in the United States at margins ranging from 2.47 percent to 28.34 percent. The DOC has also determined that China and India are providing countervailable subsidies to their producers and/or exporters of steel threaded rod at 31.02 percent to 66.81 percent and 6.07 percent to 211.72 percent, respectively.
The US International Trade Commission (ITC) is currently scheduled to make its final injury determinations on March 23, 2020. If the ITC makes affirmative final injury determinations, the DOC will issue AD and CVD orders. If the ITC makes negative final determinations of injury, the investigations will be terminated and no orders will be issued.
