Preliminary results of AD review on LP imported from Korea and Mexico

The US Department of Commerce (DOC) on March 24, 2004 initiated an antidumping investigation on certain circular welded carbon-quality steel line pipe (LP) imported from Korea, Mexico and China. The period of review was January 1, 2003 through December 31, 2003. DOC preliminarily determined that subject merchandise was sold in the US at less than fair value by Korean producer Hyundai Hysco and by Mexican producers. On the other hand, DOC determined that subject merchandise was not sold in the US at less than fair value by Korean producer SeAH Steel Corp. Accordingly weighted-average dumping margins are as follows:

Country/Producer Margin
Korea
Hyundai Hysco..............................6.49%
SeAH Steel Corp............................1.19% de minimis
All others.................................6.49%
Mexico
Hylsa, S.A de C.V.........................14.93%
Tuberia Nacional, S.A de C.V..............31.34%
All others................................14.93%
