Mexico's international trade authority, the Ministry of Economy (SE), announced that it concluded the antidumping (AD) investigation on coated flat steels exported to Mexico by companies from Vietnam, the highest countervailing tax was for Hoa Phat Steel Sheet Co. with 12.34 percent ad valorem, published today in the official gazette (DOF).
The investigation began in June 2021 at the request of the companies Ternium and Tenigal (a joint venture between Ternium and Nippon Steel & Sumitomo Metal Corporation). In September 2022, the SE declared provisional countervailing duties on imports of coated flat steel from Vietnam.
Today, Friday, the SE reported that it will apply a compensatory tax of 10.84 percent to the exports of the Ton Dong Corporation (1.24 percentage points less than the preliminary tax). For the Hoa Phat Steel Sheet Co. product, the final duty is 12.34 percent (2.02 points less than the preliminary tax).
For the company Pomina Flat Steel Joint Stock Company (formerly Pomina Flat Steel Co) the final tariff is 8.29 percent. For the Hoa Sen Group Joint Stock Company the tax is 7.00 percent. In both cases, the tariff remained unchanged from the preliminary one.
For the Nam Kim Steel Joint Stock Company, the final duty fell 0.24 percentage points to 6.64 percent. For the rest of the companies exporting to Mexico, the SE reduced the tariff by 1.5 percentage points to 10.84 percent.
The Mexican government reiterated that the Maruichi Sun Steel Joint Stock Company was exempt from the compensatory duty because its exports to Mexico were not registered with price discrimination.
The investigated products are those covered by HTS codes 7210.30.01, 7210.30.99, 7210.41.01, 7210.41.99, 7210.49.01, 7210.49.02, 7210.49.03, 7210.49.04, 7210.42.99, 17210.49.99, 17210.49. 7210.70.01, 7210.70.99, 7212.20.01, 7212.20.02, 7212.20.99, 7212.30.01, 7212.30.02, 7212.30.99, 7212.40.03, 7212.40.99, 7225.91.01, 7225.92.01, 7226.99.01 and 7226.99.02 of the General Import and Export Tax Law (TIGIE). Although according to the SE, it reported that some tariff fractions have been reclassified into others.
According to the commercial authority, Ternium and Tenigal represent 70 percent of the national production of flat steel products, commercially known as "flat-rolled steel products coated with corrosion resistant metal or painted", "hot hipped galvanized", "certain corrosion -resistant steel products,”, “steel sheet metallic coated and prepainted”, “galvanized sheet” or “galvanneal”.
Some trade names in Mexico are Zintro, Zintroalum, Zincalume, Cisalum, Zintrocolor, Zam and Pintrocolor.
The SE clarified that products coated with metals such as tin, lead, chrome and/or unalloyed aluminum (aluminized) were not investigated.
