ITC to conduct full sunset review of AD orders against CTL plate

On November 4, the US International Trade Commission (ITC) decided to conduct a second full sunset review of the antidumping (AD) orders against cut-to-length (CTL) carbon steel plate from China, Russia and Ukraine.

The ITC found that the responses from the domestic industry and the producers in Russia and Ukraine were adequate, and while it found that the response from China was inadequate, it decided that the circumstances from all three countries warranted full reviews of their respective AD orders on CTL carbon plate.

The ITC's decision to conduct a full sunset review means that the parties will have the opportunity to file briefs, testify at the ITC's public hearing and submit comments. The ITC will also send detailed questionnaires to US and foreign producers, US importers and US purchasers.

Two Russian Producers -- JSC Severstal and OJSC Magnitogorsk Iron and Steel Works -- and two Ukrainian producers -- Azovstal Iron and Steel Works and Ilyich Iron and Steel Works -- are actively participating in this review.
