EU starts AD review on seamless pipes from Croatia, Russia and Ukraine

On June 28, the European Commission published in the Official Journal of the European Union the notice of initiation of an expiry review of antidumping (AD) measures against imports of certain steel and cast iron seamless pipes and conduits originating from Croatia, Russia and Ukraine.

The application was lodged by the defense committee of the seamless steel tubes and pipes industry of the European Union on behalf of producers representing more than 50 percent of total production in the EU-27.

The products under review are certain types of steel and pig iron seamless pipes and tubes of circular section with an external diameter not exceeding 406.4 mm and a carbon equivalent value (CEV) not exceeding 0.86.

The expiry review will be completed within 15 months from the date of publication. Until then, the following antidumping duties will remain in force, as imposed by Regulation No. 954/2006:

Croatia: All companies - 29.8 percent

Russia: Chelyabinsk Tube Rolling Plant and Pervouralsky Novotrubny Works - 24.1 percent; Volzhsky Pipe Plant, Taganrog Metallurgical Works, Sinarsky Pipe Plant and Seversky Tube Works - 27.2 percent; all other companies - 35.8 percent

Ukraine: Dnepropetrovsk Tube Works - 12.3 percent; all other companies - 25.7 percent

The products covered by the review are listed under the following codes: 7304 11 00, 7304 19 10, 7304 19 30, 7304 22 00, 7304 23 00, 7304 24 00, 7304 29 10, 7304 29 30, 7304 31 80, 7304 39 58, 7304 39 92, 7304 39 93, 7304 51 89, 7304 59 92 and 7304 59 93.
