US ITC votes affirmatively in all but two final rulings for OCTG case

The US International Trade Commission (ITC) made affirmative final determinations Friday in antidumping (AD) and countervailing duty (CVD) investigations of OCTG from India, Korea, Taiwan, Turkey, Ukraine, and Vietnam.

The vote was unanimous (5-0) for India, Korea, Turkey, Ukraine, and Vietnam and 4-1 for Taiwan.

However, the ITC made unanimous negative final determinations with respect to the Philippines and Thailand.

Accordingly, the US Department of Commerce (DOC) will issue AD orders on OCTG from India, Korea, Taiwan, Turkey, and Vietnam and CVD orders on OCTG from India and Turkey.  The investigations of the Philippines and Thailand will be terminated, and the DOC will instruct US Customs to terminate the suspension of liquidation of entries from these countries and to refund any deposited dumping duties.

The suspension agreement with Ukraine will remain in effect; no AD order will be issued.

The AD investigation of OCTG from Saudi Arabia was terminated when the DOC amended its final determination and found no dumping of OCTG from Saudi Arabia.
