On Tuesday, the International Trade Administration announced that the US Department of Commerce initiated the antidumping duty (AD) and countervailing duty (CVD) investigations against circular welded carbon-quality steel pipe (standard pipe) from India, Oman, the United Arab Emirates and Vietnam. There is an existing AD order on standard pipe from India; therefore, the scope of the India AD investigation covers only merchandise manufactured and/or exported by Zenith Steel Pipes and Industries Ltd. and any successors-in-interest to that company.
The petitioners for these investigations are Allied Tube and Conduit, JMC Steel Group, Wheatland Tube and United States Steel Corporation. The International Trade Commission's preliminary determination is anticipated December 12.
The merchandise covered by these investigations is welded carbon-quality steel pipes and tube, of circular cross-section, with an outside diameter not more than 16 inches, regardless of wall thickness or surface finish, or industry specification. The petitions indicate subject pipe is generally known as standard pipe, fence pipe and tube, sprinkler pipe and structural pipe.
