US AD duties on Romanian pipe to remain at zero

The US Department of Commerce (DOC) has announced the preliminary results of its administrative review of the antidumping order on small diameter carbon and alloy seamless standard, line and pressure pipe from Romania
 
The review covers two companies - ArcelorMittal Tubular Products Roman S.A. (AMTP) and Canadian Natural Resources Limited (CNRL) - during the period from August 1, 2011 through July 31, 2012.
 
The DOC has calculated a preliminary weighted-average dumping margin of zero (0.00) percent for AMTP. AMTP currently has a dumping duty deposit rate of zero (0.00) percent. 
 
The DOC has preliminarily determined that CNRL made no sales to unaffiliated customers in the United States during the period of review.  As a result, AD duties would not be applied under US law.
 
The DOC plans to complete this administrative review by November 2013. Until that time, the current dumping duty deposit rates will remain in effect.  Any change in the deposit rate as a result of this review will become effective only when the DOC's final result is published in the Federal Register.
