Beijing-based major Chinese steel enterprise Shougang Group will complete its last smelting of steel at its furnace in Beijing by the end of 2010 - in line with official policy for the shutdown of steel enterprises in Beijing which are characterized by high pollution levels and high consumption of energy and water. A total of 120 steel enterprises have transferred their facilities from Beijing in China's 11th five-year plan period. Shougang Group's new steel production base is in the industrial zone of Caofeidian, close to Beijing.

An official of Beijing Municipal Development and Reform Commission has commented that energy consumption per unit of GDP in Beijing declined in the given period, down from 0.8 mt of standard coal in 2005 to 0.607 mt of standard coal in 2009, equal to a decrease of 23.34 percent, thereby achieving the energy consumption targets for the 11th five-year plan period one year ahead of schedule.
