Preliminary results of AD review on certain pipes from Romania

The US Department of Commerce published preliminary results of an antidumping duty administrative review on small diameter seamless carbon and alloy steel standard, line and pressure pipe from Romania. In response to requests by Duferco Steel Inc. (Duferco), an importer of subject merchandise, and United States Steel Corporation (the petitioner), the Department of Commerce is conducting an administrative review of the antidumping duty order on certain small diameter carbon and alloy seamless standard, line, and pressure pipe (seamless pipe) from Romanian S.C. Silcotub S.A. (Silcotub). The period of review is August 1, 2004, through July 31, 2005. The DOC preliminarily determined that sales of subject merchandise by Silcotub have been made below normal value. Accordingly, the dumping margin existing for the period August 1, 2004, through July 31, 2005 is as follows:
