The European Commission (EC) has announced that it has initiated an absorption investigation regarding imports of ductile cast iron pipes from India upon the request lodged by EU-based producers Saint-Gobain PAM, Saint-Gobain PAM Deutschland GmbH, Saint-Gobain PAM España S.A. and Duktus (Production) GmbH. The commission will investigate whether the antidumping (AD) duty in force has had an effect on export prices, resale prices or subsequent selling prices in the EU.
According to the commission, the applicants have submitted sufficient evidence showing that, after the original investigation period and prior to and following the imposition of the antidumping duties on imports of the product under investigation, resale prices to nonrelated customers in the EU have decreased. This has impeded the intended remedial effects of the measures in force. The evidence contained in the request indicates that the decrease in resale prices cannot be explained by other factors such as changes in raw material prices.
The antidumping duty currently in force stands at 14.1 percent for Indian steel producer Jindal Saw Limited and all other Indian companies, while the antidumping duty rate is zero percent for Electrosteel Castings Ltd.
The products in question currently fall within CN codes ex 7303 00 10 and ex 7303 00 90.
