Currently, there is only a month and a half left for China to achieve the target of a 20 percent reduction in energy consumption per unit of GDP during the country's 11th five-year plan period (2006-2010).

In this regard, on November 15, China's National Development and Reform Commission of China (NDRC) stated that the implementation of official measures aimed at saving energy and reducing emissions needs to be accelerated in 10 provinces in China, especially in Qinghai Province, Ningxia Hui Autonomous Region and Xinjiang Uygur Autonomous Region where energy consumption per unit of GDP has continued to increase in the first three quarters of 2010.
