The US International Trade Commission (ITC) announced Thursday the schedule for its preliminary injury investigation of circular welded carbon-quality steel pipe (standard pipe) from India, Oman, United Arab Emirates (UAE) and Vietnam.

The threshold for an affirmative determination in a preliminary injury investigation is considered rather low--whether there is "a reasonable indication" of material injury or threat of material injury by reason of the allegedly dumped and/or subsidized imports of pipe from these four countries.
If the ITC makes an affirmative preliminary determination, then the US Department of Commerce will proceed with its antidumping (AD) and countervailing duty (CVD) investigations.
The US ITC received AD and CVD petitions against the four countries on October 26 from Allied Tube and Conduit, JMC Steel Group and United States Steel Corporation.
