US DOC issues preliminary results of changed circumstances review concerning certain pipe fittings from Thailand

On January 14, 2009, the US Department of Commerce (DOC) announced the preliminary results of the changed circumstances review of the antidumping (AD) duty order against certain carbon steel butt-weld pipe fittings from Thailand.

On July 6, 1992, the DOC had published an antidumping duty order in relation to pipe fittings from Thailand, in which it stated that Awaji Sangyo Co., Ltd. (AST) was excluded from the order due to its de minimis margin in the less-than-fair-value investigation.

In terms of this order, the DOC received a request from Awaji Materia Co., Ltd. (AMT) on November 18, 2008, for the initiation of a changed-circumstances review of the antidumping duty order on certain carbon steel butt-weld pipe fittings from Thailand. Following this request, the DOC preliminarily determined that AMT is the successor-in-interest to AST.

Accordingly, the DOC stated that AMT should be accorded the same treatment previously accorded to AST with respect to the antidumping duty order on the pipe fittings in question from Thailand. Interested parties are invited by the DOC to comment on these preliminary results.
