Ukraine may impose preliminary restrictions on ferroalloy imports

The Association of Ukrainian Ferroalloy Producers (UkrFA) has asked the Ukraine's Ministry of Economy to consider the introduction of preliminary restrictive measures against imports of ferroalloys. According to UkrFA, in March this year ferroalloys imports to Ukraine increased by more than 70 percent compared to February.

Accordingly, preliminary restrictive measures on imports could be legally imposed after 45 days following the initiation of the investigation, if necessary evidence is presented to the effect that further delay in the implementation of such measures may result in damage to domestic producers.

The antidumping (AD) investigation on imports to Ukraine of ferroalloys regardless of the country of origin and export was started on February 17, 2010. The products subjected to the investigation are ferromanganese with a carbon content of more than two percent (excluding ferromanganese granules of more than 5 mm and with manganese content of more than 65 percent) and ferrosilicomanganese.

As SteelOrbis previously reported, in 2009 Ukraine's ferroalloy imports increased by 5.4 times or by 84,270 mt year on year to 103,350 mt. Meanwhile, the country's 2009 ferroalloys output decreased by 25.8 percent year on year to 1.02 million mt. Ukraine imports ferroalloys mainly from China, Kazakhstan, and Georgia.
