Speaking on the issues of energy conservation and reduction of emissions, Hong Feng, the vice governor of the northern Chinese province of Shaanxi has stressed that the authorities in cities across the province will have to achieve their 2007 energy-saving targets without fail before the year is out.

So far this year, the energy consumption of Shaanxi's value-added industries is down 5.29 percent year on year. However, as per the requirements of the General Work Plan for Energy Conservation and Pollutant Discharge Reduction, this year Shaanxi has not reached its goals regarding the elimination of enterprises with slow throughputs in high energy-consuming and high pollution industries such as papermaking, alcohol, cement, electricity, steel, ferroalloys and calcium carbide. To date, only the papermaking sector has met its targets.
