Final results of AD review on welded pipes from Turkey

On May 15, 1986, the US Department of Commerce (DOC) published in the Federal Register the antidumping duty order on certain welded carbon steel pipe and tube imported from Turkey. Following the DOC's notice of opportunity to request an administrative review for this order, on May 28, 2004, domestic parties Allied Tube and Wheatland requested a review for Yucel Group, which includes Cayirova Boru Sanayi ve Ticaret A.S. and its affiliate, Yucel Boru Ithalat-Ihracat ve Pazarlama A.S. (collectively referred to as “Cayirova”), and Borusan. Upon this request, the DOC, on June 30 2004, initiated an administrative review of the antidumping duty order on subject merchandise imported from Cayirova and Borusan. The review covered the period May 1, 2003, through April 30, 2004. The DOC preliminarily found that both Cayirova and Borusan Group made sales of the subject merchandise below normal value (NV). In the preliminary results, the weighted-average dumping margin was 12.11 percent for Cayirova, and 0.86 percent for Borusan. After evaluating the comments submitted, the DOC decided to make changes in the preliminary results. Accordingly, the final results differ from the preliminary results. The final dumping margins existing for the period May 1, 2003, through April 30, 2004, are as follows:
