On December 20, the European Commission published regulation No 1331/2011 in the Official Journal of the European Union, imposing a provisional antidumping (AD) duty on imports of certain seamless pipes and tubes of stainless steel originating in China.
The proceeding was initiated as a result of a complaint lodged on August 16, 2010 by the Defence Committee of the Seamless Stainless Steel Tubes Industry of the EU, representing a major proportion, in this case more than 50 percent, of total EU-27 production. Following the AD investigation, the European Commission has imposed a provisional AD duty.
The investigation covered the period between July 1, 2009 and June 30, 2010. The European Commission has calculated the following dumping margins:
Changshu Walsin Specialty Steel, Co. Ltd., Haiyu - 71.9 percent; Shanghai Jinchang Stainless Steel Tube Manufacturing, Co. Ltd., Situan - 48.3 percent; Wenzhou Jiangnan Steel Pipe Manufacturing, Co. Ltd., Yongzhong - 48.6 percent; 29 other companies - 56.9 percent; and all other companies - 71.9 percent
The steel products covered by the AD order currently fall within CN codes 7304 11 00, 7304 22 00, 7304 24 00, ex 7304 41 00, 7304 49 10, ex 7304 49 93, ex 7304 49 95, ex 7304 49 99 and ex 7304 90 00 (TARIC codes 7304 41 00 90, 7304 49 93 90, 7304 49 95 90, 7304 49 99 90 and 7304 90 00 91).
