EEC launches expiry review on antidumping duty for Ukrainian stainless seamless pipes

The Eurasian Economic Commission (EEC), the executive body of the Eurasian Economic Union (EAEU) which includes Belarus, Kazakhstan, Kyrgyzstan, Russia and Armenia has announced that it has launched a repeated antidumping investigation in connection with the expiry of the antidumping measure on seamless corrosion-resistant stainless steel pipes from Ukraine.

The investigation was initiated following an application submitted by Russia-based pipe producers TMK, TMK-INOX and Kiberstal, and supported by Kazan Pipe Rolling Plant. According to the application the companies supporting the request accounted for 100 percent of stainless pipe production in the EAEU in the 2023-2025 period.

The existing antidumping measure on the products in question was first imposed on February 26, 2016, in the form of antidumping duties ranging between 4.32 percent and 18.96 percent, depending on the producer. Following a previous expiry review carried out in 2020-2021, the measure was extended until September 6, 2026.

The products subject to the investigation are seamless stainless steel pipes with a diameter of up to and including 426 mm, classified under HS codes 7304 41 000 1, 7304 41 000 5, 7304 41 000 8, 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9, 7304 49 990 0, 7304 90 000 1 and 7304 90 000 9.

According to the application, Ukrainian imports of the product into the EAEU were at a minimal level in 2025, while import prices were not considered representative for assessing the likelihood of continued or resumed dumping if the measure expires. Therefore the applicants analyzed Ukrainian exporters’ pricing policy for shipments to third countries. The calculated dumping margin for Ukrainian shipments to third countries stood at 8.5 percent in the January-December 2025 period, exceeding the minimum allowable dumping margin under the relevant protocol.

The application also stated that apparent consumption of the product in the EAEU market declined by eight percent in the 2023-2025 period, while it increased by 37 percent in 2025 compared to 2024. During the same periods, the share of EAEU producers’ sales in apparent consumption decreased by two percent and 15 percent, respectively, while the share of imports from third countries increased by three percent and 18 percent.

In the 2023-2025 period, production of the given product in the EAEU fell by 11 percent, capacity utilization decreased by 28 percent, domestic sales volume declined by 10 percent, profit from sales dropped by 28 percent, production profitability fell by 48 percent and sales profitability decreased by 44 percent. The EEC stated that the information submitted indicates the possibility of a resumption of dumped imports from Ukraine and renewed injury to the EAEU industry if the existing antidumping measure is terminated.

Interested parties may submit comments and relevant information within 60 calendar days from the date of initiation of the investigation. Applications to participate in the investigation must be submitted within 25 calendar days, while requests for public hearings may be filed within 45 calendar days from the date of initiation.
