The Russian steel producer ESTAR Holding (ESTAR) is looking into the possibility of constructing a new mill in Russia's Western Siberia for the production of slabs or billets, which are to be used for manufacturing finished steel products at the plants of other companies.

Since the project for this mill is still in its development phase, the exact location of the mill is as yet undetermined.
