On March 24, the Canada Border Services Agency (CBSA) concluded its reinvestigation of the normal values and export prices of certain steel fasteners originating in or exported from China and Chinese Taipei or Taiwan, pursuant to the Special Import Measures Act (SIMA).
The reinvestigation was initiated on September 24, 2009 as part of the CBSA's enforcement of the finding made by the Canadian International Trade Tribunal on January 7, 2005. On January 6, 2010, the Tribunal issued an order continuing the findings of injury with amendments.
The subject goods are usually classified under the following Harmonized System classification numbers: 7318.11.00.00, 7318.12.00.00, 7318.14.00.00, 7318.15.90.11, 7318.15.90.12, 7318.15.90.21, 7318.15.90.29, 7318.15.90.31, 7318.15.90.32, 7318.15.90.39 and 7318.15.90.44.
The investigation covered the period from January 1, 2009 until July 31, 2009. At the initiation of the reinvestigation, the CBSA sent requests for information to exporters to obtain information on the costs and selling prices of subject goods and like goods. The CBSA said that normal values for the exporters that did not provide sufficient information will be determined by advancing the export price of the goods by 170 percent, pursuant to a ministerial specification.
