ArcelorMittal Kryviy Rih calls for revision of AD duty on rebar from Belarus

Ukraine’s ArcelorMittal Kryviy Rih has called for a revision of the results of the antidumping investigation regarding rebar imports from Belarus, saying that the duty has to be introduced as some unfair trade practices have been proven.

The results of the investigation against rebar imports to Ukraine from Moldova and Belarus, which was started in July 2, 2018, were published on December 6 last year. Moldova’s MMZ has received a 13.8 percent duty for the coming five years, while for Belarus duty was zero percent. As a result, ArcelorMittal Kryviy Rih, being the key rebar producer in Ukraine, called for the immediate start of the revision of the results, claiming that the fact of dumping by Belarus was proven.

In particular, the producer says that the calculated dumping margin should be revised taking into account certain special procurement conditions for the Belarusan mill in the segments of raw materials and power supply. In addition, ArcelorMittal Kryviy Rih emphasized that the rebar supplies from Belarus to Ukraine may keep rising due to the production expansion of the key producer as a result of modernization.

Therefore, the Ukrainian producer said that the situation requires close attention as the interests of national producers are being hit. “The decision not to impose duties against imports from Belarus is surprising as there are proofs that the trade rules have been violated and the damage to Ukrainian producers has been done. This needs to be fixed as soon as possible,” Anastasia Tatarulieva, deputy general manager for marketing and sales at ArcelorMittal Kryviy Rih, said in the official statement.
