Vietnam’s Vingroup subsidiary steelmaker VinMetal has announced the signing of a strategic cooperation agreement with UK-based plantmaker Primetals Technologies for the development of a large-scale integrated steel complex in Ha Tinh province, central Vietnam.
VinMetal is developing the project at the Vung Ang Economic Zone in Ha Tinh province and aims to begin first-phase operations in 2027. The complex is expected to produce high-grade steel for domestic infrastructure and industrial demand, as well as export markets.
Under the agreement, the complex will produce both long steel and flat steel products using advanced, digitalized and lower-emission technologies aligned with international standards. Primetals will support VinMetal across the production chain, from ironmaking and steelmaking to rolling finished steel products. The plantmaker will also coordinate technical interfaces among EPC contractors and individual project packages to ensure integration across the complex.
Pham Nhat Quan Anh, CEO of VinMetal, said the partnership aims to build one of the region’s most modern and synchronized steel complexes while meeting international ESG standards. He added that cooperation with Primetals would help reduce technical integration risks and accelerate development through early-stage standardization of technology and financing solutions.
The companies also plan to cooperate in workforce training, plant operations, maintenance and digital transformation to improve long-term efficiency and sustainability.
