US DOC: Preliminary results of CVD review on CTL plate from S. Korea

On February 10, 2000, the US Department of Commerce (DOC) imposed a countervailing duty order on certain cut-to-length (CTL) carbon-quality steel plate from South Korea.

On March 28, 2007, the DOC initiated an administrative review of the countervailing duty order on certain CTL carbon-quality steel plate imported from South Korea, covering January 1, 2006, through December 31, 2006.

The DOC has preliminarily decided to rescind this review with respect to DSEC Co., Ltd. (DSEC) based on the absence of shipments of the subject merchandise from the producer in question. On the other hand, the DOC has decided to calculate a subsidy rate for Dongkuk Steel Mill (DSM) for 2006. The DOC has determined that the total estimated net countervailable subsidy rate for DSM is 0.29 percent ad valorem for 2006, which is de minimis.
