On November 3, the US Department of Commerce (DOC) announced in the Federal Register the affirmative preliminary results of its antidumping (AD) duty administrative review for stainless steel bar from Brazil.

As a result of its administrative review covering February 1, 2009, through January 31, 2010, the US DOC has determined a preliminary dumping margin of 4.07 percent for Villares Metals S.A.

The petitioners in the investigation are Carpenter Technology Corporation, Valbruna Slater Satinless, Electralloy Corporation, a division of G.O. Carlson, Inc., Outokumpu Stainless Bar, Inc. and Universal Stainless.

If these preliminary results are adopted in the final results of the DOC's administrative review, it will instruct US Customs and Border Protection (CBP) to assess antidumping duties on all appropriate entries. Interested parties are invited to comment on these preliminary results of review. The DOC intends to issue the final results of review no later than 120 days from the publication date of the preliminary results.

The current margins in force for the product in question imported from Brazil are 3.7 percent for Villares Metals and 19.43 percent for all other producers/exporters.

Imports of steel plate are currently classified in the Harmonized Tariff Schedule of the United States (HTSUS) under subheadings, 7222.10.0005, 7222.10.0050, 7222.20.0005, 7222.20.0045, 7222.20.0075 and 7222.30.0000.
