On Thursday, the US Department of Commerce (DOC) announced the final results of its administrative review of the antidumping order on welded carbon steel pipe and tube (standard pipe) from Turkey.
The review covered four producers/exporters - (a) The Borusan Group, including Borusan Mannesmann Boru Sanayi ve Ticaret A.S., Borusan Birlesik Boru Fabrikalari San ve Tic., Borusan Istikbal Ticaret T.A.S., Boruson Holding A.S., Boruson Gemlik Boru Tesisleri A.S., Borusan Ihracat Ithalat ve Dagitim A.S., and Borusan Ithicat ve Dagitim A.S. (collectively "Borusan"); (b) Toscelik Profil ve Sac Endustrisi A.S., Toscelik Metal Ticaret A.S., and Tosyali Dis Ticaret A.S. (collectively "Toscelik"); (c) Erbosan Erciyas Boru Sanayi ve Ticaret ("Erbosan"); and (d) the Yucel Group, including Yucel Boru ve Profil Endustrisi A.S., Yucelboru Ihracat Ithalat ve Pazarlama A.S., and Cayirova Boru Sanayi ve Ticaret A.S. (collectively "Yucel") - during the period from May 1, 2010 through April 30, 2011.
The DOC calculated the following final weighted-average dumping margins: (a) Borusan - 6.05 percent; and (b) Toscelik - 0.00 percent. These margins compare with Borusan's previous dumping duty deposit rate of 4.46 percent and Toscelik's rate of 0.95 percent.
The DOC also determined that Erbosan and Yucel had no reviewable entries during the period of review. Erbosan's current dumping duty deposit rate is 5.57 percent, and Yucel's rate is 3.28 percent.
Accordingly, effective December 6, 2012, the dumping duty deposit rates became 6.05 percent for Borusan and 0.00 (zero) percent for Toscelik. The dumping duty deposit rates for Erbosan and Yucel remain unchanged. In addition, the DOC will send instructions to US Customs and Border Protection to liquidate entries that were made during the period of review.
There is also a countervailing duty order against standard pipe from Turkey, and the DOC is also conducting an administrative review of that order.
