In order to accelerate elimination of out-of-date production capacities and to promote the development of a low carbon economy, the government of Tangshan city, Hebei Province, China has recently worked out a schedule specifying its strategy for the elimination of out-of-date capacities.
According to the schedule, all backward capacities are planned to be eliminated by the end of the third quarter of this year. Specifically, in the steel sector, 35 blast furnaces, representing 7.43 million mt of annual steel production capacity, are to be shut down, directly saving 3.344 million mt of coal per year. In the cement sector, 50 cement shaft kiln units representing 5.65 million mt of annual production capacity are to be eliminated, saving 678,000 mt of coal per year. As regards the coking coal industry, only one enterprise with an annual production capacity of 200,000 mt will be closed, saving 30,000 mt in coal consumption per year. The schedule also gives details of capacity elimination for other industries. With all outdated capacities eliminated, Tangshan city will reduce coal consumption by 4.229 million mt per year and achieve a reduction of 15.5 million mt in annual greenhouse gas emissions.
