Preliminary results of AD review on SSSS imported from two countries

The US Department of Commerce (DOC), on August 22, 2003 initiated administrative review of the anti-dumping duty orders on stainless steel sheet and strip (SSSS) in coils imported from Italy and Taiwan upon the request filed by domestic producers Allegheny Ludlum Corporation, AK Steel, J&L Specialty Steel, North American Stainless, United Steelworkers of America, AFL-CIO/CLC, Butler Armco Independent Union and Zanesville Armco Independent Organization and the respondents ThyssenKrupp Acciai Speciali Terni S.p.A (TKAST) (Italy) and Chia Far Industrial Factory Co, Ltd (Taiwan). The administrative review on SSSS imported from Taiwan covers thirteen producers: Ta Chen Stainless Pipe Co Ltd, Tung Mung Development Co Ltd, China Steel Corporation, Yieh Mau Corp, Chain Chon Industrial Co Ltd, Goang Jau Shing Enterprise Co Ltd, PFP Taiwan Co Ltd, Yieh Loong Enterprise Company Ltd, Tang Eng Iron Works Company Ltd, Yieh Trading Corporation, Chien Shing Stainless Steel Company Ltd, Chia Far, and Yieh United Steel Corporation. The period of review is July 1, 2002 through June 30, 2003. As it is found out that no sales have been made by Tung Mung, China Steel, Chain Chon and Ta Chen in the US during the period of review, DOC preliminarily rescinds the review with respect to these producers/exporters. DOC preliminarily determined that SSSS from Italy and the other Taiwanese producers has been sold in the US at less than normal value during the period of review. As a result of the review, DOC preliminarily found that the following weighted average dumping margins exist:
