Preliminary results of AD review on certain flat products from Canada

On September 22, 2004, the US Department of Commerce (DOC) initiated an antidumping administrative review on certain corrosion-resistant carbon steel flat products imported from Canada. The review covered two Canadian producers/exporters during the period August 1, 2003, through July 31, 2004. The Department preliminarily determined that during the period of review, Dofasco Inc and Sorevco and Company, Ltd (collectively Dofasco) made sales of subject merchandise at less than normal value. On the other hand, the DOC decided that Stelco Inc did not make sales to the US at less than normal value. The following weighted-average dumping margins exist for the period August 1, 2003, through July 31, 2004:

Producer Margin

Dofasco, Sorevco, So Sol Galva Ltd..........11.08 percent
Stelco.........................................de minimis
Current dumping deposit rates which will remain in effect until the final results are issued are as follows:

Producer Dumping deposit rate

Dofasco.....................................2.15 percent
Stelco..........................(de minimis)0.02 percent
Interested parties are required to comment on the preliminary results.
