According to a report published by Italian financial newspaper Il Sole 24 Ore, Luisa Todini, president of the European Construction Industry Federation (FIEC), has raised the issue of alleged dumping by Chinese construction in the European construction market, especially in eastern Europe.

Todini stated that the FIEC is seeking a proper intervention by EU institutions in order to protect European companies against the "unfair and dysfunctional trade" of Chinese construction companies. "We are not requesting protectionist measures, but we want the Chinese competitors to play by the rules," she said.

Recently, the Polish national highways office officially cancelled a contract signed in 2009 with Chinese consortium COVEC for the construction of a 50 km segment of the Warsaw-Lodz highway, citing dumping by COVEC whose prices were lower than those of European constructors. Besides Poland, Chinese construction companies are doing business in Italy, Albania, Serbia, Croatia, Romania, Bulgaria, Greece, Czech Republic and Hungary.
