On June 29, the European Commission published in the Official Journal of the European Union the regulation No. 627/2011, imposing a provisional antidumping (AD) duty on imports of certain seamless pipes and tubes of stainless steel originating in China.
The proceeding was initiated as a result of a complaint lodged on August 16, 2010 by the Defence Committee of the Seamless Stainless Steel Tubes Industry of the European Union (EU), representing a major proportion, in this case more than 50 percent, of total EU-27 production.
The investigation covered the period between July 1, 2009 and June 30, 2010. The European Commission calculated the following dumping margins:
Changshu Walsin Specialty Steel, Co. Ltd., Haiyu - 71.5 percent; Shanghai Jinchang Stainless Steel Tube Manufacturing, Co. Ltd., Situan - 48.2 percent; Wenzhou Jiangnan Steel Pipe Manufacturing, Co. Ltd., Yongzhong - 48 percent; 29 other companies - 56.6 percent; all other companies - 71.5 percent
The provisional antidumping duty expires six months after the date of publication of the regulation. The steel products covered by the AD duty order currently fall within CN codes 7304 11 00, 7304 22 00, 7304 24 00, ex 7304 41 00, 7304 49 10, ex 7304 49 93, ex 7304 49 95, ex 7304 49 99 and ex 7304 90 00 (TARIC codes 7304 41 00 90, 7304 49 93 90, 7304 49 95 90, 7304 49 99 90 and 7304 90 00 91).
