Canadian safeguard measure inquiry for steel imports

An inquiry with the purpose of investigating possible injury that imports cause the domestic industry has been initiated under the Canadian International Trade Tribunal Act. On March 21, 2002 on the recommendation of the Minister of Finance and the Minister for International Trade, the Governor General in Council referred the matter to the Canadian International Trade Tribunal under the terms of the Order Directing the Canadian International Trade Tribunal to Inquire and Report on the Importation of Certain Steel Goods. The Tribunal's reasons for the determinations will be reported to the Governor in Council on August 19, 2002. Following are the pursuant determinations of the Canadian International Trade Tribunal: Products found to be imported in such increased quantities since beginning of 1996 and therefore determined to be creating a principal cause of serious injury or threat to domestic industry from the US, and all sources except for Mexico, Chile and Israel or another beneficiary of the Canada-Israel Free Trade Agreement are: • Flat rolled carbon and alloy steel discrete plate • Flat rolled carbon and alloy steel cold rolled sheet and coil • Carbon and alloy steel angles, shapes and sections • Carbon and alloy steel concrete reinforcing bars • Welded and seamless carbon and alloy tubular steel standard pipe to 16'' O.D Products that are not determined to be increasingly imported from all sources to cause serious injury or threat to the domestic market are: • Flat rolled carbon and alloy sheet hot rolled sheet and coil • Flat rolled carbon and alloy steel corrosion resistant sheet and coil • Carbon and alloy hot rolled steel bars • Carbon and alloy steel cold drawn and finished bars and rods Turkish reinforcing bar exports to Canada are expected to be negatively influenced by these safeguard measures.
