Romanian flat steel prices have continued to move within stable ranges this week, with the overall market maintaining a cautious but relatively balanced structure. Trading activity is still observed, though market participants describe demand as being far from dynamic, as most buyers continue to limit purchases to short-term requirements and focus primarily on securing the most suitable commercial terms. Although suppliers have generally preserved their official price indications, negotiations remain flexible, particularly in larger-volume transactions and prompt-payment deals, where discounts continue to shape effective market levels.
In the local spot market, HRS offers are still heard at €800-820/mt ex-warehouse, while CRS prices continue at €900-930/mt ex-warehouse. However, workable transaction levels remain considerably lower, with HRS still achievable at €745-765/mt ex-warehouse and CRS at €840-865/mt ex-warehouse, depending on tonnage size and payment conditions.
Liberty Galati has also remained in focus in the Romanian market, despite the lack of any major operational update. Alongside the expected new attempt to sell the producer planned for early June, discussions have recently intensified around the financial assistance previously provided to the company by the Romanian state. According to local media reports, uncertainty remains regarding how part of the allocated support funds were used, prompting growing public attention and reportedly leading to further examination by the relevant institutions. Even so, market sources indicate that preparations linked to a possible restart process are still continuing behind the scenes.
On the import side, sentiment has remained weak, with Romanian buyers still showing only limited interest in new bookings due to comfortable inventory levels and muted consumption. Purchasing activity, therefore, continues to be concentrated mainly on smaller and urgent requirements rather than large-volume positions. Ukrainian HRS offers are still reported at €760-770/mt CPT, while CRS offers of the same origin remain at €850-860/mt CPT. Serbian origin HRS continues to circulate at around €800/mt CPT. Turkish mills, for their part, are currently offering HRC at €560-570/mt CFR, compared to €565-580/mt CFR previously, though market participants note that antidumping duties and CBAM-related costs continue to reduce the attractiveness of Turkish material in Romania.
