US DOC issues new AD duty to Sumitomo in pipe case review

The US Department of Commerce (DOC) announced Monday the final results of its administrative review of the antidumping order on large diameter (over 4.5 inches in diameter) carbon and alloy seamless standard, line, and pressure pipe from Japan.
 
The review covered four Japanese producers/exporters – JFE Steel Corporation; Nippon Steel Corporation; NKK Tubes; and Sumitomo Metal Industries, Ltd. – during the period from June 1, 2012 through May 31, 2013.
 
The DOC found that JFE, Nippon, and NKK made no shipments of subject merchandise to the United States during the period of review.  Accordingly, there was no change in the dumping duty deposit rates for these companies.  However, the DOC found that Sumitomo Metal Industries, Ltd. (SMI) failed to act to the best of its ability in the review and thus, the DOC relied on facts available with an adverse inference to assign a rate of 107.8 percent to SMI. This will be the new deposit rate for entries of subject merchandise from SMI made on, or after, today, November 17, 2014.
