US DOC issues final results of sunset review of AD duty order in CTL plate from China

The US Department of Commerce (US DOC) has announced its final results of the expedited sunset review of the antidumping duty (AD) order concerning certain cut-to-length (CTL) carbon steel plate from China.

Accordingly, the DOC has determined that revocation of the AD order would be likely to lead to continuation or recurrence of dumping following the expedited sunset review it carried out on the back of adequate responses from the US domestic industry as well as the lack of response from respondent interested parties from China. The weighted-average dumping margins for the subject products from China are at the following levels:

  • Anshan (Anshan Iron and Steel Complex/Anshan International Trade Corp. /Sincerely Asia Ltd.) -- 30.68 percent
  • Baoshan (Baoshan Iron and Steel Corp. /Baoshan International Trade Corp. /Bao Steel Metals Trading Corp.) -- 30.51 percent
  • China Metallurgical Import and Export Liaoning Co. -- 17.33 percent
  • Shanghai Pudong Iron and Steel Co.-- 38.16 percent
  • WISCO (Wuhan Iron and Steel Co./International Economic and Trading Corp./ Cheerwu Trader Ltd.) -- 128.59 percent
  • China-wide-rate -- 128.59 percent

The US International Trade Commission (ITC) is to announce its final injury determinations in late 2008 or early 2009.
