US DOC issues final AD decision on certain steel flat products from S. Korea

On March 22, the US Department of Commerce (DOC) announced its final determination in the administrative review of the antidumping (AD) order on certain corrosion-resistant carbon steel flat products from South Korea, making changes in the dumping margins determined in the preliminary decision issued on September 8, 2009. 

The review from August 1, 2007, through July 31, 2008 covers seven manufacturers and/or exporters of the subject merchandise: LG Chem., Ltd. (LG Chem), Haewon MSC Co. Ltd. (Haewon), Dongbu Steel Co., Ltd., (Dongbu); Hyundai HYSCO (HYSCO); Pohang Iron & Steel Co., Ltd. (POSCO) and Pohang Coated Steel Co., Ltd. (POCOS) (collectively, POSCO); and Union Steel Manufacturing Co., Ltd. (Union).

The margins determined in the final ruling are as follows: HYSCO - 3.29 percent, POSCO - 0.01 percent (de minimis), Union - 14.01 percent, LG Chem, Haewon and Dongbu - 8.65 percent.

The margins in the preliminary ruling were as follows: HYSCO - 0.43 percent (de minimis), POSCO - 0.16 percent (de minimis), Union, LG Chem, Haewon and Dongbu - 3.94 percent.

Petitioners of the investigation are the United States Steel Corporation, Nucor Corporation and Mittal Steel USA ISG, Inc.
