Ukraine extends AD investigation into steel rope and cable from Russia
On February 2, 2007 the Ukrainian Interdepartmental Commission on International Trade (MKMT) decided to prolong the antidumping investigation into imports of steel ropes and cables without coating (including steel ropes in closed coils) from Russia for the six months up to August 6. MKMT has determined that Russian producers of steel ropes and cables without coating (including steel ropes in closed coils) were selling their products to the Ukrainian market at dumping prices during 2005, and therefore caused damages to the domestic producers. However, due the decision of the Ukrainian Antimonopoly Committee (AMK) to impose fines on the initiators of the current antidumping investigations, i.e., Silup and Stalkanat, MKMT believes that the antidumping investigation into imports of steel ropes and cables from Russia needs more consideration. The antidumping investigation into imports of Russian-origin steel ropes and cables without coating (including steel ropes in closed coils) was initiated on the complaint filed on January 31, 2006 by Silup and Stalkanat, the Ukrainian producers of the products in question. In July 2006, MKMT decided to impose a preliminary antidumping duty in the amount of 32.63 percent, which expired in November 2006. Meanwhile, on December 20, 2006 AMK determined that Silup and Stalkanat concluded an anti-competition deal which limited the domestic consumers' choice for steel ropes and cables. Due to the latter development, MKMT decided to prolong the antidumping investigation into imports of steel ropes and cables of Russian origin.
