Following the decision of the US Department of Commerce (US DOC) to impose preliminary antidumping (AD) duty on rebar imports from Turkey, Namik Ekinci, chairman of the Turkish Steel Exporters' Association (CIB), stated that Turkish exporters have found the decision to be unfair, biased and political. Mr. Ekinci stated that, if the final decision is affirmative, they will appeal to the Court of International Trade and the World Trade Organization.
On March 1, the US DOC announced its affirmative preliminary determinations in the antidumping duty investigations of rebar imports from Turkey, with the preliminary duty rates ranging between 5.29 percent and 7.07 percent. In addition, previously, on February 22, the US DOC had announced a preliminary countervailing duty (CVD) of 3.47 percent for rebar imports from Turkey.
Regarding the CVD investigation, Mr. Ekinci stated that in the earlier investigation in 2013 the CVD rate for Turkey was zero percent and they are sure that the final decision in this investigation will be zero percent too. About the preliminary AD duty, he commented that in recent years the US has changed its investigation procedures to protect its steel industry and to increase its profits, adding that this investigation is the result of such efforts, while he went on to say that the Turkish side will ensure that these unjust, biased and political decisions will be changed.
