Thailand HR coil and sheet antidumping investigations

The Committee of Foreign Trade Department has considered the anti-dumping case filed by SSI and agreed to proceed the anti-dumping investigation of hot rolled coil and sheet from following origins: Japan, South Africa, Russia, Kazakhstan, India, Korea, Taiwan, Venezuela, Argentina, Ukraine, Algeria, Indonesia, Slovakia, Romania. As per Thai Law Article 37 and 39 of anti-dumping acts, Foreign Trade Department therefore announced the anti-dumping investigation as follows: 1. Goods to be considered are hot rolled coil and sheet as per custom harmonized code 7208, 7211.13, 7211.14 AND 7211.19 except below items: 1.1 Those as per custom harmonized code no. 7208.25, 7208.26 and 7208.27, which are pickled and oiled hot rolled coil 1.2 Those as per custom harmonized code no. 7208.39 only hot rolled coil for cold rolling into tin mill black plate. 2. The committee has considered the appeal from SSI with evidences indicating that the hot rolled coil and sheet from those origins have been exported into Thailand with dumping purpose which cause damages to the domestic industry as follows:

2.1.1  HRC from Japan dumping by 44.11% of the CIF value
2.1.2     South Africa           49.58%
2.1.3     Russia                 81.42%
2.1.4     Kazakhstan             70.15%
2.1.5     India                  75.73%
2.1.6     South Korea             9.11%
2.1.7     Taiwan                 30.47%
2.1.8     Venezuela              83.57%
2.1.9     Argentina              83.67%
2.1.10    Ukraine                82.45%
2.1.11    Algeria               112.47%
2.1.12    Indonesia              46.81%
2.1.13    Slovakia              103.44%
2.1.14    Romania                64.20%
2.2 DAMAGES Domestic HRC and sheet industry have been damaging significantly from the above dumping with the evidences indicate that: 2.1.1 Imported quantity from those 14 countries increased drastically 2.1.2 Such dumping effects domestic selling price greatly. Domestic mills were able to raise prices to cover production cost. It also effects other local industries. 3. Concerned parties who wish to participate in this investigation must express their intention by submitting a letter to Foreign Trade Department within 15 days from the announcement date in government gazette. 4. Concerned parties should present evidences, opinions or express intention to make a statement verbally by submitting a letter within 30 days after this announcement has been done in the Government Gazette. 5.
