Procedure for exempting CR products from AD duties by China

China Ministry of Commerce (MOF), on January 14, 2004 implemented anti-dumping duty on imports of cold rolled steel products from Russia, Kazakhstan, Korea, Ukraine and Taiwan. As previously reported by SteelOrbis, cold rolled steel for producing tin plate, known as black plate under Tariff Heading No. 72091800 was excluded from the anti-dumping duty. In a recent statement released by MOF, it is stated that the Customs will exempt imported black plate steel from antidumping duties upon presentation of the import certification document signed and issued by the Quota and License Administrative Bureau.
