Preliminary results of AD review on SS sheet and strip in coils

The US Department of Commerce (DOC), on August 22, 2003 initiated administrative review of the anti-dumping duty orders on stainless steel sheet and strip in coils imported from France, Germany and Mexico upon the request filed by domestic producers Allegheny Ludlum Corporation, AK Steel, North American Stainless, United Steelworkers of America, AFL-CIO/CLC, Butler Armco Independent Union and Zanesville Armco Independent Organization and the respondents Ugine and ALZ France (U&A) (France), ThyssenKrupp (TKN) (Germany) and Mexinox (Mexico). The period of review is July 1, 2002 through June 30, 2003. DOC preliminarily determined that sales from France and Mexico were made in the US at less than normal value, and the sales from Germany were made in the US at less than fair value during the period of review. As a result of the review, DOC preliminarily found that the following weighted average dumping margins exist:

Country/Producer/Exporter Margin
France
U&A France..................................11.99%
Germany
TKN..........................................9.95%
Mexico
ThyssenKrupp Mexinox S.A de C.V..............5.97%
Interested parties are requested to submit their comments on these preliminary results.
