Preliminary results of AD review on CTL plate from Romania

The US Department of Commerce published preliminary results of administrative review of the anti-dumping duty order on cut-to-length carbon steel plate imported from Romania. The US Department of Commerce (DOC) on September 30, 2003 initiated an administrative review for the anti-dumping duty orders on certain cut-to-length carbon steel plate imported from Romania upon the request filed by domestic producer International Steel Group (ISG). The period of review was August 1, 2002 through July 31, 2003. DOC preliminarily determined that sales of subject merchandise by Ispat Sidex and the exporter Metaleximport (MEI) into the US market have been made below normal value, however with respect to CSR SA Resita and MINMET SA, DOC determined to revoke the review as there were no entries of subject merchandise by these two producers into the US during the period of review. Accordingly, as a preliminary result of this review, following weighted-average margin exists for the subject Romanian producers:

Producer/exporter Margin

Ispat Sidex............................33.19%
Metalexportimport SA...................33.19%
