Notice on China’s coke export quota conditions for 2011

The conditions and reporting procedures of China's 2011 coke export quotas have been announced by China's Ministry of Commerce as follows:

The application conditions of coke export quotas in 2011 are in accordance with the relevant standard application procedure for coke export quotas in 2010.

For production enterprises:

1. The enterprises shall be registered with the administrative agency for industry and commerce and obtain approval for operation qualifications for imports and exports.

2. The coke exports of these enterprises should reach at least 250,000 mt in 2008.

3. The average annual coke exports should amount to at least 200,000 mt in 2006-2008 (based on customs data) if not in accordance with the second requirement above.

For distribution enterprises:

1. The enterprises shall be registered with the administrative agency for industry and commerce and obtain approval for operation qualifications for imports and exports.

2. The registered capital of the distribution enterprises should reach at least RMB 50 million ($7.5 million), with average annual coke exports amounting to at least 200,000 mt in 2006-2008 (based on customs data).

3. The average annual coke exports should amount to at least 400,000 mt in 2006-2008 and scope of business should include domestic business if not in accordance with the second requirement.

In addition, the abovementioned production enterprises need to observe the relevant laws, regulations and industrial policies implemented by local governments and need to meet current national standards, and to have achieved ISO9000 quality system certification.
