India commences review of AD duty on DI pipe imports from China

India’s Directorate General of Trade Remedies (DGTR) has commenced a review of the existing antidumping duty on ductile iron (DI) pipe, of all diameters, imported from China, a government official said on Thursday, October 18.

The official said that all “interested parties” have been asked to submit their respective representations on the issue before the DGTR within 40 days effective of October 9, 2018 following which the directorate will decide whether the existing rates of levies should continue or be scrapped.

India first imposed antidumping duty on DI pipe of all diameters imported from China at rate ranging $127.40 -139.79/mt in 2007 and subsequently in 2013 this rate was extended for another period of five years, the official added.

A fresh review was necessary since Indian pipe manufacturers Electrosteel Castings Limited, and Jindal Saw Pipes submitted a petition before the DGTR seeking such a review and the extension of the AD rate for another five years, claiming continued dumping of the product from China, the official said.
